Job Summary:

The incumbent in this position – Program Chief Engineer (PCE) - acts as the senior technical representative on the team and collaborates with the PM in the execution of the program. The PCE interacts with the Business Development and Engineering teams to ensure the work output is consistent with business needs and compliant with development practices.

The PCE is responsible for managing the execution of a multi-discipline, large development team (that may include major subcontractors) to achieve the defined technical program objectives of the task while managing and controlling the schedule and cost goals. The PCE will interface with the Program Manager (PM) and the customer community to ensure proper execution during the program. The role will require technical leadership to propose, analyze, design, develop and test complex systems to ensure proper integration of all components of the Integrated Product Team (IPT) design.

Additional responsibilities include formulating operational concepts, cost trades and risk analysis, selecting overall system architecture, and preparing specifications for systems to ensure designs meet applicable performance and security specifications. The PCE documents and presents papers of the team’s work products that allow others to leverage the work in other business areas. These may include internal presentations to programs and business units to foster collaborative development or external teams fostering new business relationships. The PCE must work through the functional organizations to properly staff and project future staffing requirements based on the current program work and future business opportunities that are being pursued. From the lessons learned derived from program execution, drive process changes into the organization to improve overall effectiveness on future developments.

The PCE should provide recommendations on investments to improve operational efficiencies in the engineering organization. The PCE is responsible for knowledge of intellectual property (IP) use on their program, for identifying potential IP created during program execution and for collaborating with Business Development (BD) and the Chief Technical Officer (CTO) regarding opportunities to align strategic and programmatic needs.

Qualifications

Required Education/Experience:

BS degree in Engineering, Physics, Mathematics, or other technical field, plus 16 years of experience or M.S. degree plus 12 years of experience or Ph.D. plus eight years of experience. The experience must include project and/or program leadership experience in a technical capacity that demonstrate technical depth and breadth in order for the individual to act as the senior technical representative on the program. The experience should include the full program lifecycle with inter-disciplinary system understanding.

The effective PCE will be able to quickly perform cost, schedule and technical trades to foster program execution in the event of unforeseen problems. The PCE will mentor and train IPT leads as potential PCE candidates.
